• download Emacs for Windows from a GNU mirror (see the GNU Download page)
• download the CScope package, for example from Google Code Archive
• download MinGW (see here for detailed instructions) and/or UnxUtils from SourceForge
• (optional) download the Everything filesystem indexer¹⁾ and it's command line interface es.exe
• (optional) install PlantUML and Graphviz, for working with UML diagrams

provide shortcuts in virtual paths shell:startup and shell:sendto, especially into the last put an Emacs.lnk file, with the following properties:

• target: C:\Users\…\Emacs24\bin\emacsclientw.exe
